As the title says, I feel like having a hearing aid for us hard of hearing folk, that could be purchased in a medical facility would be very handy and add that touch of realism that I feel like personally is lacking for me, since I am hard of hearing myself.

No. This is more of a cheat mod that it is useful. People who take Deaf still here other people in game and do not even RP it half the time. Not going to add a mod that negates a bad trait allowing people to take even more traits for negative points with no actual penalty.
